IIRC Windows 8 allows for a virtualized copy in conjunction with the physical install however you'll need to read the EULA. As an example, a retail copy of Window 7, if you can even purchase a copy at a realistic and reasonable price, you'd need to have 4 copies or 4 different Product Keys and you can install only one instance per Product Key in this scenario. This really has nothing to do with VMware and is a Windows Licensing issue and therefore you should contact Microsoft! Additionally it all depends on the distribution type of the OS.
